TERMS OF REFERENCE – WOMEN’S ECONOMIC EMPOWERMENT ANIMATIONS

INTRODUCTION AND BACKGROUND 

CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and nonpolitical organization, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

CARE International is one of the world’s largest independent development and humanitarian organisations dedicated to ending poverty and injustice. CARE’s vision is a world of hope, tolerance and social injustice, where poverty has been overcome and all people live in dignity and security.

Since 1995, CARE International in Myanmar (CARE Myanmar) has worked in partnership with remote, rural, conflict-affected and urban communities, government and non-government actors to reach those affected by humanitarian crisis and living in extreme vulnerabilities through a non-religious and non-partisan approach.

CARE International has been implementing the Generating Rubber Opportunities in Myanmar (GRO) since 2015. GRO is a mandated project of the Swiss Agency for Development and Cooperation. In its first phase (2015-17) the project implemented programming in Mon State; in Phase 2 (2018-2023) GRO programming has extended to include Kayin State and Tanintharyi Region.

Since 2018 GRO Project has been working to improve women’s access to key technical services to enhance their inclusion in the value chain and increase their economic capacity. Addressing many of the gender based constraints that limit women’s access to training and services, the project has two key approaches:

  • Support to create an enabling environment for women to participate in the rubber sector through engagement and capacity building with service providers
  • Tailored training for women to enhance their capacity to generate income through micro, small and medium entrepreneurial activities

Since 2020, the project has developed digital content for rubber farmers and other rubber actors, utilizing social media platforms managed by GRO and project partners. 

OBJECTIVE OF THE CONSULTANCY 

GRO intends to develop a series of three-minute animations to provide knowledge to women and men smallholder rubber farmers and rubber value chain actors on women’s economic empowerment and to promote equitable and enabling practices for women from rubber producing households to access services and opportunities that support participation in economic and entrepreneurial initiatives. The animations should be accessible to users on social media platforms such as Facebook.  Each animation will be in Myanmar language.

SCOPE OF WORK

Development of script for six animations of three (3) minutes including development of ‘characters’ and context, which will be consistent through all animations. GRO will provide the brief and the technical content for each animation.

The content of the animations is tentatively proposed as:

  • Women’s Economic Empowerment – why is it essential for inclusive rubber sector development and growth
  • Women in agricultural value chains – what are the constraints and barriers to women’s equitable participation
  • Enabling environment – the role of men, families, communities and employers in supporting women’s economic empowerment (anticipated 2 videos)
  • Safe and secure working environments for women (anticipated 2 videos)

ELIGIBILITY:

  • This consultancy is for a Myanmar National or Myanmar-based company
  • Proven experience in taking a brief through script development to completed animated content as demonstrated by previous commissions
  • Experience of creating content for development sector preferred. 
  • Demonstrated capacity to undertake brief (full list of equipment, service and expertise)

TIMELINE

GRO intends to complete all animations by 30th November 2023.

GRO requests that interested parties are requested to submit the following as an Expression of Interest CV/organization profile detailing in-house expertise, services and technical information (studio/production equipment, software etc)

Examples of previous commissions undertaken (showreel). A link to examples of previous commissions will be acceptable.

Estimation of costs for full production of a three minute animation (script development/storyboarding; animation; editing). This can be quoted as a daily rate for services with estimation of number of days per for one animation. The project will consider consortium proposals from organisations who have previously partnered on script and animation development for social media platforms.
