Consultant – Technical Writer (Report Writer)

INTRODUCTION AND BACKGROUND

CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organization, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

CARE International in Myanmar is implementing the Generating Rubber Opportunities (GRO) Myanmar Project, a Market Systems Development (MSD) project. 

GRO intends to develop a more resilient, competitive, environmentally sensitive and inclusive rubber economy in southeast Myanmar through engaging with the public and private market actors, policy makers, international and national think tanks and other relevant stakeholders. The project also focuses on Women’s Economic Empowerment and environmental sustainability.

OBJECTIVE OF THE CONSULTANCY 

As part of its exit strategy GRO Project will complete assessments of key interventions to develop knowledge products/reports to contribute to learning in the Myanmar rubber sector and for Market Systems Development practitioner community. 

From June to August 2023, the project team will be focusing on three intervention assessments:

  1. Outcome assessment of pilot of paralegal services for land tenure security (outcome report) 
  2. Assessment of effectiveness of GRO’s gender mainstreaming strategy and its implementation (outcome report)
  3. Assessment of outcome of enterprise funding to selected businesses in the rubber sector

Field monitoring and data collection has been continuous throughout the project phase and data and relevant project documentation will be collected, collated and analysed by the GRO Project team and provided to the consultant. The consultant will have access to the project’s technical teams for input/expertise.

SCOPE OF WORK

  • Review of project data and documentation
  • Writing of outcome of reports/learning documents
  • Field visits to enterprise fund supported businesses (estimated total 5 days) in Mon and Kayin.

ELIGIBILITY

  • This consultancy is for a Myanmar National or Myanmar-based company. 
  • Proven experience in developing outcome reports for economic development programming
  • Knowledge of and previous work assignment in Myanmar rubber sector an advantage           Fluency in Myanmar and English languages

TIMEFRAME

August to November 2023.
