CARE International in Myanmar is looking for a suitable candidate for the following position:

Program Advisor- Gender Based Violence and Protection (1) Position

Purpose of the Role 

The purpose of this position is to lead and provide the highest calibre technical advice and substantive support to CARE Myanmar in the area of gender based violence and protection. This position is accountable for driving CARE Myanmar’s work to promote gender equality and women’s empowerment institutionally, programmatically, through advocacy efforts and with partners. The position provides technical advice in program development, assures quality implementation and measurement of gender transformative approaches in projects and programs and supports partners and other external stakeholders to strengthen capacity in addressing GBV and protection. 

This position will  travel to field offices and overnight stays will be required.

MAIN RESPONSIBILITIES

STRATEGY AND LEADERSHIP

  • Actively contribute to CARE Myanmar’s strategic direction setting and organizational development as a senior member of CARE Myanmar; 
  • In cooperation with other senior staff promote organizational cohesion and learning through coordination and information sharing with and between all staff; and
  • Demonstrate a passion and commitment to CARE’s approach and values including gender equality, ethnic diversity and cultural sensitivity and inspire leadership on these issues through the CARE Myanmar team.

PROGRAM DEVELOPMENT

  • Lead the development and review of GBV  and protection  focused program design and high quality proposals including analysis and  theory of change, 
  • Lead the gender, GBV/protection analyses and update them periodically for effective program development, planning, management and advocacy; 
  • Ensure quality, coherence and synergy of GBV and protection related work in program development planning and management; 
  • Keep informed of key trends and best practice related to the GBV and Protection priorities.

PROGRAM IMPLEMENTATION AND QUALITY ASSURANCE

  • Conceptualize, develop and oversee the implementation of CARE Myanmar’s GBV and protection strategies; ensure that systems and processes support the achievement of results; contribute to project designs and as an active member of the Emergency Response Team (ERT);
  • Lead the mainstreaming of gender, GBV  and protection in programs through participation in the formulation of program goals, strategies and approaches;
  • Ensure GBV and protection  is adequately reflected in the process of formulating work plans, activities, indicators and targets, implementation and monitoring; 
  • Ensure that work plans include specific GBV and protection indicators and targets for achievement of CARE International in Myanmar’s goals; 
  • Conduct field visits to monitor project/program performance and collect information; conduct technical reviews regularly and take or propose corrective actions as appropriate; and
  • Responsible for implementation of some core project/program activities and perform additional duties as required by the supervisor.

MONITORING AND EVALUATION (M&E)

  • Lead the knowledge management effectively of this technical area through drafting/finalizing key technical documents and reports, sharing good practice, lessons learned, and knowledge and/ or information exchange; 
  • Develop sets of GBV and protection indicators and targets to measure the achievements and impact of the overarching program in promoting gender equality and women’s empowerment; 
  • Participate in the research and analysis to generate data and information for evidence-based policy advocacy and program/project design;
  • Provide technical advice to program teams for decision making in the research, monitoring and evaluations;
  • Ensure technical information generating properly in draft M&E products such as project indicators and baseline, mid-term and end-line reports; 
  • Ensure high quality of in-charged technical areas in all reports, strategies lessons learned and case studies; and
  • Ensure that CARE Myanmar aligns with and supports CARE’s overall commitment to gender equality and women’s empowerment within the organization as well as in projects.

CAPACITY BUILDING AND COORDINATION

  • Provide technical support to partners to build capacity in GBV and protection Design and develop gender capacity building and learning approaches and strategies to support CARE Myanmar’s managers and staff;
  • Provide ongoing coaching and mentoring to partners and CARE Myanmar staff;
  • Conduct various capacity building activities for staff and partners in gender equality and women’s empowerment and GBV at program and organizational levels; and
  • Conduct gender, GBV and protection (including but not limited to PSHEA and child protection) orientation to new staffs as per request.

PARTNERSHIP, ADVOCACY AND REPRESENTATION:

  • Ensure a ‘partner-led’ approach is applied in program implementation. Support the selection of partners for new projects;
  • Provide clear explanations of CARE Myanmar program strategy and CARE’s work in Myanmar to internal and external stakeholders; 
  • Work with external partners to exchange of information, experience and courses of action to support capacity development, relationship building and collaboration on GBV and  protection  
  • Engage in industry wide discussions and events seeking to advance own and CARE’s current and future thinking at national and international forums;
  • Develop and maintain effective relationships with relevant stakeholders, women’s networks/organizations, the United Nations (UN) and other agencies at the national level; advocate to these and other stakeholders; 
  • Represent the GBV and protection  technical issues in meetings and activities of the Senior Management Team; and
  • Lead on gender, GBV and protection coordination and advocacy work for example GBV cluster Coordination and be an active spoke person. 

COMMON ACCOUNTABILITIES FOR CARE MYANMAR STAFF:

  • To proactively manage in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities as ways of improving performance and outcomes; 
  • Engage in emergency preparedness, assist in any emergency response as required;
  • As an Emergency Response Team (ERT) member, actively participate, in operational requirements, related to a specific emergency response.
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and ensure compliance with the safety and security policies, procedures; 
  • Demonstrate an ongoing commitment to Gender Equality, Diversity, Child Protection and

Protection from Sexual harassment, Exploitation and Abuse; and

  • Comply with CARE Myanmar’s financial and operational requirements, foster strong communication between operations and program teams and uphold high standards of honesty and integrity in personal conduct.

EXPERIENCE AND QUALIFICATIONS:

  • Minimum Masters’ degree in Gender Studies/Community/International Development or equivalent and/ or minimum 6 year strong relevant work experience in Gender and GBV especially in an International Non-Government Organization (INGO) or similar organization;
  • Demonstrated high level technical skills in gender, GBV, mental health and psychosocial support (MHPSS) and protection sector and ability to transfer the technical knowledge to staff and partners;
  • Demonstrated flexible approach and ability to identify and resolve technical issues;
  • Demonstrated high level organizational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated strong leadership, decision making, problem solving, negotiation, planning, analytical and influencing skills;
  • Fluent oral and written communication skills in both Myanmar and English;
  • Demonstrated honesty, maintaining confidentiality, reliable and trustworthy;
  • Representational skills including developing networks and relationships with key stakeholders;
  • Ability to apply gender, diversity and women’s empowerment principles to monitoring, evaluation, learning and accountability; and
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word and Excel and excellent numeric skills.
