CARE International in Myanmar is looking for a suitable candidate for the following position:

Program Advisor- Women Voice and Leadership (1) Position

Purpose of the Role 

The purpose of this position is to lead and provide the highest calibre technical advice and substantive support to CARE Myanmar in the area of Women Voice and Leadership. This position is accountable for driving CARE Myanmar’s work to promote gender equality and women’s empowerment institutionally, programmatically, through advocacy efforts and with partners. The position leads on Women Voice and Leadership (WVL) related projects and provides technical advice in program development, assures quality implementation and measurement of gender transformative approaches in projects and programs and supports partners and other external stakeholders to strengthen capacity to promote women’s voice and leadership.  

A key component of the role will be to drive  CARE’s  Women Lead in Emergency Approach, capacity strengthen women leadership in community and civil society organizations especially women led organizations and work on  women, peace and security advocacy coordinating with  regional and international  advocacy colleagues. 

This position may travel to field offices and overnight stays may be required.

MAIN RESPONSIBILITIES

STRATEGY AND LEADERSHIP

  • Actively contribute to CARE Myanmar’s strategic direction setting and organizational development as a senior member of CARE Myanmar; 
  • In cooperation with other senior managers promote organisational cohesion and learning organisation through coordination and information sharing with and between all staff; and
  • Demonstrate a passion and commitment to CARE’s approach and values including gender equality, ethnic diversity and cultural sensitivity and inspire leadership on these issues through the CARE Myanmar team.

PROGRAM DEVELOPMENT

  • Lead the development and review of the  WVL  thematic  sub strategy  (under the  Gender Quality Impact  Area)  including analysis, theory of change, developing concepts and sourcing funding and partnership opportunities; 
  • Lead the WVL thematic program and project designs in line with the Country Office Program Strategy and CARE International Program Strategy Vision 2030.  
  • Keep informed of key trends and best practice related to the women voice and leadership priorities.

PROGRAM IMPLEMENTATION AND QUALITY ASSURANCE

  • Conceptualise, develop and oversee the implementation of CARE Myanmar’s women voice and leadership sub impact area  strategy y; ensure that systems and processes support the achievement of results and can demonstrate   IMPACT ; 
  • Ensure WVL  approach is adequately reflected in the process of formulating relevant work plans, activities, indicators and targets, implementation and monitoring; 
  • Ensure that work plans include measurable specific women voice and leadership indicators and targets for achievement of CARE Myanmar’s women voice and leadership strategic direction; 
  • Conduct field visits to monitor project/program performance and collect information; conduct technical reviews regularly and take or propose corrective actions as appropriate; and
  • Responsible for implementation of some core project/program activities and perform additional duties as required by the supervisor.

MONITORING AND EVALUATION (M&E)

  • Lead the knowledge management effectively on the women voice and leadership technical area through drafting/finalising key technical documents and reports, sharing good practice, lessons learned, and knowledge and/ or information exchange; 
  • Develop sets of gender sensitive indicators and targets to measure the achievements and impact of the overarching program in promoting gender equality and women’s empowerment; 
  • Promote the use and analysis of sex-disaggregated data;
  • Participate in the research and analysis to generate data and information for evidence-based policy advocacy and program/project design;
  • Provide technical advice to program teams for decision making in the research, monitoring and evaluations;
  • Ensure technical information generating properly in draft M&E products such as project indicators and baseline, mid-term and end-line reports; 
  • Ensure high quality of in-charged technical areas in all reports, strategies lessons learned and case studies; and
  • Ensure that CARE Myanmar aligns with and supports CARE’s overall commitment to gender equality and women’s empowerment within the organisation as well as in projects. 

CAPACITY BUILDING AND COORDINATION

  • Provide technical support to partners to build capacity in promoting women voice and leadership approach;
  • Design and develop gender capacity building and learning approaches and strategies to support CARE Myanmar’s managers and staff;
  • Provide ongoing coaching and mentoring to partners and CARE Myanmar staff;

PARTNERSHIP, ADVOCACY AND REPRESENTATION:

  • Collect evidence  on WVL  and   work on advocacy  initiatives  at  country, regional and  international level  with a particular  focus on women, peace and security 
  • Act as a  catalyst  and support  local and CSO women  and girls  raise their voices  through platforms  
  • Ensure a ‘partner-led’ approach is applied in program implementation. Support the selection of partners for new projects; 
  • Provide clear explanations of CARE Myanmar program strategy and CARE’s work in Myanmar to internal and external stakeholders; 
  • Work with external partners to exchange of information, experience and courses of action to support capacity development, relationship building and collaboration on promoting gender equality and women’s empowerment;
  • Engage in industry wide discussions and events seeking to advance own and CARE’s current and future thinking at national and international forums;
  • Develop and maintain effective relationships with relevant stakeholders including women’s networks/organisations the United Nations (UN) and other agencies at the national level; advocate to these and other stakeholders; 

COMMON ACCOUNTABILITIES FOR CARE MYANMAR STAFF:

  • To proactively manage in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities as ways of improving performance and outcomes; 
  • Engage in emergency preparedness, assist in any emergency response as required;
  • As an Emergency Response Team (ERT) member, actively participate, in operational requirements, related to a specific emergency response.
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and ensure compliance with the safety and security policies, procedures; 
  • Demonstrate an ongoing commitment to Gender Equality, Diversity, Child Protection and Protection from Sexual harassment, Exploitation and Abuse; and Comply with CARE Myanmar’s financial and operational requirements, foster strong communication between operations and program teams and uphold high standards of honesty and integrity in personal conduct.

EXPERIENCE AND QUALIFICATIONS:

  • Minimum Masters’ degree in Gender Studies/Community/International Development or equivalent and/ or minimum 6 year strong relevant work experience in Gender and women empowerment work especially in an International Non-Government Organisation (INGO) or similar organisation;
  • Demonstrated ability to transmit high level  gender  and women voice and leadership technical knowledge to staff and partners;
  • Demonstrated flexible approach and ability to identify and resolve technical issues;
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated strong leadership, decision making, problem solving, negotiation, planning, analytical and influencing skills;
  • Fluent oral and written communication skills in both Myanmar and English;
  • Demonstrated honesty, maintaining confidentiality, reliable and trustworthy;
  • Representational skills including developing networks and relationships with key stakeholders;
  • Ability to apply gender, diversity and women’s empowerment principles to monitoring, evaluation, learning and accountability; and
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word and Excel and excellent numeric skills.
