Project Officer (Lashio)

CARE International in Myanmar’s program focuses on humanitarian and resilience with key thematic areas on gender-based violence; food and nutrition security; disaster risk reduction; sexual reproductive health rights and addressing gender norms and social cohesion.

CARE International in Myanmar is looking for a suitable candidate for the following position:

Supervisor:       Coordinator – Field Office   

Note:     Due to the urgency of this recruitment, applications will be considered on a rolling basis and the position is subject to be filled during the advertising period.

Purpose of the Role 

The Project Officer is responsible for the implementation, learning and reflection of project activities and support the day-to-day implementation of the projects with and through project partners and stakeholders. 

This position may be required to travel to project targeted townships and villages frequently and overnight stays may be required.

MAIN RESPONSIBILITIES

PROJECT PLANNING AND IMPLEMENTATION 

  • Develop monthly work plans to implement project activities based on approved detail implementation plan of each project; 
  • Responsible for effective implementation of humanitarian and resilience programs through local CSO partners in northern Shan and ensure they are implemented according to the monthly work plan;  
  • Support the CSOs to implement the community led activities including women lead model; 
  • Support C-FO in preparing Costed Work Plans (CWP); 
  • Compiles and procures materials for projects activities, and the logistics planning support to the projects; and
  • Participate in relevant coordination meetings, forums, trainings, workshops, or other events as required.

MONITORING AND RESULTS MEASUREMENT 

  • Responsible for implementation of Monitoring, Evaluation and Learning plan with a strong focus on tracking  progress of the project;
  • Responsible for timely submission of field reports including monitoring reports, report on outcomes of the reflection, including monthly, quarterly and annual as required
  • Responsible for  monitoring in order to ensure progress of the activities through regular field trips including the activities implemented by the partners; 
  • Participate in data collection for project evaluations, annual reflection, research and case studies 
  • Consolidate and validate with the output data of monthly progress report from field office and partner organization; and
  • Responsible for providing data and information in preparing various narrative reports.

PARTNERSHIPS AND NETWORKING 

  • Engage proactively with women groups, community leaders, community based organizations and the partners to ensure the smooth implementation of project activities; and
  • Provide consistent and constructive support to the partner staff to ensure compliance with policies and procedures;

COMMON ACCOUNTABILITIES FOR CARE MYANMAR STAFF:

  • To proactively participate in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities as ways of improving performance and outcomes; 
  • Engage in emergency preparedness, assist in any emergency response as required;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and ensure compliance with the safety and security policies, procedures; 
  • Demonstrate an ongoing commitment to Gender Equality, Diversity, Child Protection and Protection from Sexual harassment, Exploitation and Abuse; and
  • Comply with CARE Myanmar’s financial and operational requirements, foster strong communication between operations and program teams and uphold high standards of honesty and integrity in personal conduct.

EXPERIENCE AND QUALIFICATIONS:

  • Minimum bachelor degree in a related field and/or Minimum 2 years relevant work experience;
  • Demonstrated strong personal commitment to the goal of women’s empowerment;
  • A willingness to learn about CARE, gender equality and women’s empowerment activities
  • Proven experience in writing good reports and maintaining accurate records; 
  • Proven ability to implement project activities with supervision;
  • Demonstrated skills in participatory techniques, good interpersonal skills, planning, training and facilitation skills;
  • Minimum good oral and written communication skills in both Myanmar and/or local language and good English language skills;
  • Minimum good understanding of desktop-based programs, including word processing, spreadsheets and databased software; and
  • A willingness to work within a multidisciplinary team and experience in collaborative approaches to work.
