Senior Program Officer- Gender Based Violence

CARE International in Myanmar is looking for a suitable candidate for the following position:

Senior Program Officer- Gender Based Violence (1) Position

Purpose of the Role 

The Senior Program Officer (SPO) is responsible for the development, coordination and delivery of quality safe house activities and other essential services in Gender-Based Violence (GBV) protection and response. The SPO will ensure the technical quality and support the day-to-day implementation of Safe House and other GBV services as outlined in the approved project documents. This position will contribute to implementation of CARE’s Gender-Based Violence Strategy, Gender Equality and Women Voice Framework and Program Strategy. 

This position requires regular travel to field office locations to provide direct support to project implementation.  

MAIN RESPONSIBILITIES

PROJECT PLANNING AND IMPLEMENTATION 

  • Contribute to the development and review of the project design, developing project/program concepts and partnership opportunities;
  • Apply technical skills and expertise in gender-based violence to support the successful development and implementation of safe house and other GBV essential service delivery under different projects; 
  • Develop the safe house and other GBV essential services related training manuals, appropriate tools, guidelines, messages, Information, Education, & Communication (IEC) materials;   
  • Lead the technical trainings on safe house guideline and other GBV essential services with respective CARE staff and local partners/CSOs;
  • Prepare individual work plans (including provision of technical inputs to other interventions);
  • Participate in team work planning, program planning and other relevant planning processes; and
  • Responsible for implementation of some core project/program activities and perform additional duties as required by the supervisor. 

MONITORING, EVALUATION AND LEARNING 

  • Regular monitoring and ongoing support for the safe house and other GBV essential service activities and make suggestions for how technical aspects of the project could be improved;
  • Take the lead in collection and analysis of safe house and other essential services data for relevant project evaluations, research and case studies;
  • Participate in quarterly, mid-term, and annual reflection workshops;
  • Document the project activities, processes, emerging models and lessons learned and contribute in development of technical paper and learning documents;
  • Assist in the preparation of donor reports and presentations.

PARTNERSHIPS AND NETWORKING 

  • Ensure the partnership standard is followed and ‘partner-led’ approach is applied in project implementation.  
  • Liaise with relevant stakeholders to inform and consult on project activities as assigned by supervisor;
  • Participate in relevant forums, workshops, meetings, or other events as required; and
  • Provide clear explanations of the project and CARE’s work in Myanmar to partners, communities and other stakeholders to build positive working relationships.
  • Engage in industry wide discussions and events seeking to advance own and CARE’s current and future thinking at national and international forums;
  • Develop and maintain effective relationships with relevant stakeholders including women’s networks/organisations the United Nations (UN) and other agencies at the national level; advocate to these and other stakeholders; 

COMMON ACCOUNTABILITIES FOR CARE MYANMAR STAFF:

  • To proactively participate in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities as ways of improving performance and outcomes; 
  • Engage in emergency preparedness, assist in any emergency response as required;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and ensure compliance with the safety and security policies, procedures; 
  • Demonstrate an ongoing commitment to Gender Equality, Diversity, Child Protection and

Protection from Sexual harassment, Exploitation and Abuse; and

  • Comply with CARE Myanmar’s financial and operational requirements, foster strong communication between operations and program teams and uphold high standards of honesty and integrity in personal conduct.

EXPERIENCE AND QUALIFICATIONS:

  • Minimum Bachelor’s Degree in either Community Development or other related fields and/or minimum technical diploma and/or 3 years relevant work experience in gender-based violence activities preferably with an International Non-Government Organization (INGO);
  • Proven technical experience in delivery of safe house and GBV essential services, additional technical expertise in mental health and psychosocial support area is preferred;
  • Proven skills and experience in facilitating training and capacity-building, including an understanding of adult learning principles and participatory methodologies;
  • Demonstrated skills in good leadership, decision making, problem solving, analytical and influencing skills;
  • Demonstrated skills in organizational and time management, working in a team and the ability to work under pressure and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated characteristics in honesty, reliability, trustworthiness with the ability to maintain confidentiality;
  • A willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Minimum intermediate (good) written and oral communication skills in English and excellent in Myanmar language; and
  • Minimum, intermediate (good) understanding of desktop-based programs, including word processing packages and power point.
