INTRODUCTION AND BACKGROUND

CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organization, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

CARE International in Myanmar is implementing the Generating Rubber Opportunities (GRO) Myanmar Project, a Market Systems Development (MSD) project. 

GRO intends to develop a more resilient, competitive, environmentally sensitive and inclusive rubber economy in southeast Myanmar through engaging with the public and private market actors, policy makers, international and national think tanks and other relevant stakeholders. The project also focuses on Women’s Economic Empowerment and environmental sustainability.

The Myanmar Natural Sustainable Rubber Association (MSNRA), established in 2022 by private sector rubber and stakeholders, aims to promote sustainability in the Myanmar natural rubber value chain through improving environmental, social, economic and governance practices and systems.

To support the communication of its organisational vision, mission and goals and provide key information (text and digital content) and news to a domestic and international audience, MSNRA wishes to develop a website. Anticipated as consisting of 5-6 pages on launch, over time the website will be further developed to support a portal for a B2B e-commerce platform, and other features.

Scope of consultancy

Website Design

The design of the Website shall be in substantial conformity with the Specifications. The website will be designed with a Content Management System’ to allow MSRA to control and manage the content within the website.

  • An open source Content Management System website, with user -friendly interface to create, update, and upload content. The Content Management System will be hosted on a share server. The supplier will use Content Management System (WordPress).
  • Responsive web framework layout which supports dynamic rendering. The design will support cross browser rendering across all prominent operating systems as well as platforms such as desktops, laptops and mobile devices.
    • Dynamic display and update of contents in relev ant pages.
    • Integration of Social Media icons and linking with respective pages.
    • Secure (Username and Password) login screen for CMS ability to upload relevant/ research files
    • The new website development proposal may include website hosting and periodic maintenance/ updating for one year.
    • Developed website will be security audited.
    • On completion of the consultancy, the supplier will hand over admin account and password for the website.
    • The website will be developed in two language. (Myanmar and English)

Materials: Materials will be provided by MSNRA and GRO.All materials,text,graphics  and  other digital  content  for  the website will be supplied by MSNRA/GRO. Files will be provided in HTML format, standard word processing text format, or, if images, digitally in TIFF, GIF, JPEG, or Photoshop format and for digital content as MP4 files.

Technical editing: The consultant will also be responsible for technical editing of the text content provided by MSNRA to ensure it is adheres to a consistent spelling and grammatical style and is edited consistent to the retention of viewer attention.

Accessibility During Development: Throughout the development of the prototype and the final Website, the website shall be accessible to MSNRA and GRO Project Team members. Until MSNRA has approved the final website, none of the web pages for the website will be accessible to end users.

Domain Name

The Website shall have the domain name designated by MSNRA (the “Domain Name”) and the website developer will register the Domain Name on MSNRA’s behalf for 3 years. MSNRA shall be listed as the registrant, and administrative and technical contact for the Domain Name. The website developer will share all the necessary domain and log in credentials to MSNRA.

ELIGIBILITY

  • This consultancy is for a Myanmar-based company only. 
  • Proven experience in development of websites for commercial and third sector organisations in Myanmar and English languages.

APPLICATION

GRO requests that interested parties are requested to submit the following as an Expression of Interest.

  • CV/organization profile detailing in-house expertise, services and technical information

(studio/production equipment, software etc.)

  • Examples of previous websites developed. A link to examples of previous commissions will be acceptable.
  • Outline budget for development of 5-6 page website from initial briefing meeting with client through to completed website and training to client on content management.
